If SProCll has a rating of 176 and ShorPro has a rating of 159 does this mean that the horse with the ShorPro rating of 159 is not going to be fast enough to win this race?

Yes, that's the theory. Although in practice it's not that 100% cut and dry. In that example the horse may potentially have speed issues in the race, or be one of the slower horses. Being a slower horse may be beneficial if the pace of the race means the leaders are going to exhaust each other out.
